docs: README 更新功能模块与部署说明

- 功能从 P0 概述扩写为 12 个模块详述(数据大盘/用户/设备/提现/上报审核/比价记录/反馈/广告/CPS分发/系统配置/管理员/审计)
- 补充按角色(finance/operator/super)操作权限说明
- 部署注意:NEXT_PUBLIC_MEDIA_BASE 必须指向 App 后端域名,否则 /media 图片 404
