docs: OpenObserve 接口指标实现计划(分步 TDD)
7 个任务:配置门槛 → 事件队列/record_event → 中间件 → 上报 worker →
main 接线 → OpenObserve compose/README/.env → 端到端验证。每任务 TDD + 提交。
